Under the support of set pair analysis, we develop a new three-way decision method that considers decision-makers’ psychological behavior. Firstly, we propose an excellent state set that can be adjusted according to the actual situation, combine it with the O−α neighborhood and introduce a new method to calculate conditional probabilities. Secondly, based on regret theory, we introduce new parameters to characterize the impact of decision-makers’ psychological behavior on decision outcomes. Subsequently, we construct a new relative utility function and combine it with prospect theory to explore a new three-way decision method suitable for fuzzy incomplete information systems, incomplete information systems, and complete information systems. Finally, through comparison with existing three-way decision methods, we demonstrate the rationality and superiority of our approach. Sensitivity analysis of the parameters confirms the stability of the method
